Saudi Arabia does not treat every genetically modified food as automatically prohibited. However, products within the scope of the applicable Gulf technical regulations must satisfy the relevant safety, traceability, labeling, registration and import requirements.

GSO 2143:2011

This regulation covers risk assessment and traceability for genetically modified products. It addresses the safety of new components and the potential intended and unintended effects associated with genetic modification.

GSO 9:2022 and Its Applicable Amendment

General prepackaged-food labeling requirements continue to apply alongside GMO-specific requirements. A GMO declaration does not replace the standard information required for the product name, ingredients, allergens, nutrition information, net quantity, origin, manufacturer, storage conditions and other mandatory particulars.

The correct regulatory route must be determined from the product itself. Requirements for a raw agricultural commodity may differ from those for a processed, multi-ingredient retail product.

How the 1% GMO Scope Should Be Assessed

For processed foods, the current technical-regulation scope refers to GMO content exceeding 1% in ingredients considered individually.

1. Classify the Product and Its Intended Use

Start by determining whether the product is:

  • An unprocessed agricultural product

  • A single-ingredient product

  • A multi-ingredient food

  • A food ingredient supplied to another manufacturer

  • A finished retail product

  • Intended for human consumption or animal feed

The classification determines which technical regulation applies and what evidence should be collected.

2. Map the Complete Formula

Review the complete quantitative formula, including compound ingredients, carriers, processing aids and sub-ingredients where relevant.
